You could try some automotive touchup paint. It is designed to be thick to fill in scratches.
I don't think you'll be happy with anything short of painting the whole tank. If the scratches are not that deep, just sand down to primer. Use glazing putty if necessary. You could use the opportunity to put a real, hand-rubbed lacquer finish on the tank. I prefer the Delta industrial finishes shot through a traditional external-mix siphon gun.
Think of all the other maintenance work you can do with the tank off!
